The simplest has to be stripcreator or this one, it both cases it is really a question of entering text: the background and characters are very simple and not at all dynamic. The old favourite dfilm is now rebranded as dvolver; it also has a start-up 3D version called Stage'd.
In comparison, goanimate is really dynamic and elaborate, allowing camera movement and greater degree of individualisation adn expression, etc. I've created an account and an own character.
Xtranormal allows text-to-movie making. It's great!! It has also been used by teachers in the classroom, which helps!
Alternatively, you could use ToonDoo which appears to produce strips rather than flash movies.
